The House Select Committee hearing on the Capitol Insurgency on Thursday will focus on Pence, who was at the core of former President Donald Trump’s last-ditch attempt to overturn the results of the 2020 presidential election on January 6, 2021.

Pence’s general counsel, Jacob, was important in resisting attempts to have the former vice president refuse to certify the election results.

Greg Jacob, former Vice President Mike Pence’s chief White House counsel, has given some of the most damning testimony on the scheme to rig the 2020 election.

Mr. Jacob was instrumental in the days leading up to the Jan. 6 attack, encouraging Mr. Pence not to succumb to Mr. Trump’s pressure campaign to invalidate lawful electoral votes for Joseph R. Biden Jr. Mr. Jacob told the vice president in a memo that if he delayed the vote certification, he would almost certainly lose in court.

Mr. Jacob is to testify on Thursday that it was obvious that the vice president lacked the legal authority to overturn genuine election results.

Existing laws “were already clear that the vice president did not possess the extraordinary powers others urged upon him,” Mr. Jacob will say, according to a copy of his prepared remarks.

“New statutes will make little difference if we do not first inculcate in our citizens and demand in our leaders unfailing fidelity to our Constitution and the rule of law,” his prepared statement reads. “That means you always follow them, even when it hurts. You stand up for them, even where there is a cost.”
