Minner rose to become Delaware’s most influential female politician in a traditional manner, representing a rural, small-town electorate and cultivating ties and competence through years of involvement in the legislative process. From the 1975-1976 session through the 1981/82 session, she served four terms in the State House.

She was the House Majority Whip and chair of the influential Bond Bill Committee at various times. She was also the chairperson of the Rules Committee. She led several successful reform attempts while in that position, including removing the provision permitting Representatives to table roll call votes. When only the correct combinations of Representatives were on the floor, this rule was utilized to help schedule votes.

Minner was elected to the Delaware Senate in 1982 and served from the 1983-1984 legislative session until the 1991-1992 legislative session. While in the State Senate, Minner sponsored the Delaware Property and Water Conservation Act, which established the Delaware Open Space Council and preserved 30,000 acres (120 km2) of land. The General Assembly established the “Twenty-First Century Fund” from the proceeds of a multimillion-dollar corporate securities lawsuit to fund the Council’s work. [requires citation] She was elected Lieutenant Governor in 1992, and from January 19, 1993 until January 3, 2001, she served two terms. She chaired the Minner Commission on Government Reorganization and Effectiveness while in that role.

In the year 2000, Minner was elected Governor of Delaware. Her many years in the General Assembly, as Lieutenant Governor, and her established ability to run a campaign, as seen by her big statewide victory margins in 1992 and 1996, had earned her the Democratic candidacy.
